A major new report released by the Minnesota House Fraud Prevention and State Agency Oversight Committee has raised serious allegations against the administration of Minnesota Governor Tim Walz.
The report claims a “culture of tolerance” inside state government allowed fraudsters to steal billions of taxpayer dollars through public welfare and assistance programs over several years.
The 84-page report, released Tuesday, summarizes findings from months of investigations, hearings, and whistleblower testimony. According to the committee, widespread failures in oversight, weak program controls, and ignored warnings created an environment where fraud continued unchecked.

The report also referenced a situation where Governor Walz reportedly blamed a court order for not stopping payments connected to Feeding Our Future. However, the judge involved later clarified publicly that no such order forced the state to continue the payments.
Investigators argued that the administration voluntarily resumed funding.
Fraudsters Allegedly Used Shell Companies and Fake Enrollments
According to the report, investigators uncovered a repeated “business model” used by fraud networks. The alleged methods included:

According to the report, officials ignored repeated warnings from whistleblowers and auditors over several years. Investigators claimed the administration focused more on “compassion over compliance,” which they say reduced proper oversight and allowed fraud to continue.

Democrats Accused of Blocking Parts of Investigation

Committee chair Kristin Robbins told Fox News Digital that fear played a major role in why fraud continued for so long.
According to Robbins, some individuals were afraid to report suspicious activity because they feared being labeled racist or Islamophobic. She argued that political pressure discouraged stronger oversight and delayed action against suspected fraud.
Despite political disagreements, Robbins said she remains proud of the committee’s work and believes the investigation helped expose major problems inside state agencies.

Although the committee’s work for the current legislative session has ended, Robbins said she hopes the fraud committee will continue after future elections.
She argued that permanent fraud oversight is necessary regardless of which political party controls state government.
Robbins also said investigations are continuing through partnerships with federal agencies, including:

- U.S. Attorney’s Office
- Department of Treasury
- Centers for Medicare & Medicaid Services (CMS)
She also mentioned cooperation with a federal fraud task force connected to Vice President JD Vance.
According to Robbins, whistleblower complaints are still being reviewed and additional cases may emerge in the future.
