A mother and father in West Virginia have been arrested and charged with child neglect after authorities discovered their children living in appalling conditions in a home filled with bodily fluids, spoiled food, and decaying animals. Timothy Phillips, 45, and Jeanette Phillips, 32, were taken into custody on Tuesday, with both facing charges of child neglect.
Horrific Living Conditions
The Westover Police Department responded to a report on Monday about children living in an “unsanitary” environment. Upon entering the home, officers were confronted with severe and grotesque living conditions.
Police reported finding fecal matter smeared across the floors, walls, and doors, including in a room where at least one child slept. Officers also discovered handcuffs on a child’s bed, along with a strong odor of urine and fecal matter.
The home appeared to have been secured by locks on each door that could be locked from the outside, raising further concerns about the children’s safety.
Shocking Discoveries in the Basement
In the basement, police found a makeshift sleeping area for one of the children, consisting of only a pad and blankets on the bare concrete floor. Disturbingly, a deceased rodent was discovered decaying under a pile of clothing. The officers also found spoiled food, large amounts of trash, and drugs that were easily accessible to the children.
Arrest and Charges
Timothy and Jeanette Phillips were identified as the parents of the children living in the home. They were arrested and booked into the North Central Regional Jail in Greenwood, West Virginia, and are currently being held without bond.
The severity of the conditions in the home has shocked the community, and the charges of child neglect highlight the extreme level of carelessness and disregard for the children’s well-being.
