Milwaukee residents Kevin McCall, 30, and Christina Davis, 23, have both been charged with chronic neglect of a child following the death of their 1-year-old baby earlier this year.

According to criminal complaints reviewed by investigators, police responded to a call on February 22 regarding a baby who was not breathing at an apartment complex in Milwaukee. When officers arrived at the scene, McCall and Davis were standing outside with the child before emergency responders rushed the baby to a nearby hospital.

Medical staff attempted to save the child, but investigators said rigor mortis had already started setting in by the time the baby arrived at the hospital. The child was later pronounced dead.

Parents Described Events Before Baby’s Death

According to police documents, Davis told investigators that she and McCall woke up between 9:30 and 10 a.m. on the morning of February 22 and checked on both children inside the apartment. Along with the 1-year-old baby, Davis also has a 6-year-old daughter from a previous relationship.

Davis reportedly told police that both children were asleep when she and McCall left the apartment to pick up food from Popeyes. After returning home, Davis later went to work while McCall stayed behind.

Authorities said Davis returned home around 2 p.m. and found her daughter standing in the corner as punishment for allegedly taking a television remote control. McCall reportedly admitted to police that he had physically punished the girl as well.

While McCall was repairing a video game controller, he allegedly asked Davis to check on the baby. According to investigators, Davis found the child stiff and unresponsive, with the baby’s eyes rolling backward. She then told McCall to call 911 immediately.

Police Say Baby Was Neglected

During questioning, Davis reportedly admitted she did not feed the baby or change the child’s diaper that day. McCall also allegedly admitted that he never checked on the baby while Davis was at work.

Police later stated that when they observed the child at the hospital, the baby was covered in urine and feces.

Investigators believe the neglect may have been ongoing for a long period before the child’s death.

6-Year-Old Girl Made Shocking Claims to Detectives

One of the most disturbing parts of the investigation came from statements reportedly made by the couple’s 6-year-old daughter.

According to the criminal complaint, detectives interviewed the girl inside the family apartment. She allegedly told investigators that McCall and Davis often left her alone to babysit the 1-year-old child while the adults went out.

The girl reportedly said the children were left home alone multiple times each week.

She also claimed that the day before the baby died, she watched her mother prepare a bottle containing what Davis called “medicine” that would make the baby “pass out.” The child then reportedly showed detectives the bottle, which police identified as Fireball whiskey.

According to investigators, the girl told detectives she did not believe the liquid was actually medicine.

Police later said they discovered another empty bottle of Fireball whiskey inside the apartment.

Parents Allegedly Admitted Leaving Children Alone

After being read her legal rights, Davis reportedly admitted that she and McCall had left the children home alone at least once or twice every week. According to investigators, she acknowledged that leaving the children unsupervised was wrong.

Police said Davis estimated the children may have been left alone nearly 20 times, usually for around 90 minutes at a time.

McCall reportedly told detectives the children had likely been left alone at least 25 times during the previous six or seven months.

Davis also allegedly told police that she depended heavily on her 6-year-old daughter to help care for the home and younger child because McCall did not assist much with parenting responsibilities.

Mother Denied Giving Alcohol to Baby

When investigators questioned Davis about the Fireball whiskey, she reportedly denied giving alcohol to the baby. She insisted she had only given the child cold and flu medicine.

However, police later claimed Davis told her own mother during a jail phone call that the statements made by her 6-year-old daughter were not true.

According to investigators, the medical examiner did not initially find clear signs of trauma, illness, or infection that could immediately explain the baby’s death. The official cause of death remains under investigation.

Both Parents Remain in Jail

Kevin McCall and Christina Davis were arrested on February 23 and charged with two counts of chronic neglect of a child. Both remain in custody at the Milwaukee County Jail with bond set at $10,000 each.

Court records show that both parents are expected to return to court on May 29 as the investigation continues.
