A dramatic traffic stop in Oregon ended with a man sentenced to 20 years in prison after shooting at three police officers. The case involved Loony John Franklin Kolb Toon, 43, who fired at officers while fleeing a traffic stop in Milwaukie, a suburb of Portland.
The Incident
The shooting occurred in June 2025 when officers discovered Toon had an active warrant during a routine traffic stop. He opened fire on the police while speeding away in his SUV. After abandoning the vehicle and a female passenger, Toon fled on foot across a local golf course.
He was arrested three days later and charged with multiple crimes.
Criminal History and Charges
At the time of the shooting, Toon was on probation for attempted kidnapping. He later pleaded guilty to:
- Four counts of first-degree attempted assault with a firearm
- Unlawful use of a firearm
- Felon in possession of a firearm
- Second-degree escape
Sentence and Restitution
A Clackamas County Circuit Court judge sentenced Toon to 20 years in prison. The sentence will run concurrently with other outstanding charges in different Oregon counties.
Toon was also ordered to pay restitution to the city of Milwaukie for damage to a police car and to the owner of another vehicle struck by his gunfire.
