House Bill 806, known as “Jody’s Law,” was officially passed by the legislature and sent to Governor Jeff Landry’s desk on Tuesday for final approval.

A Life Lost, A Law Born

Jody Mann, 20, tragically lost her life in March 2025 after being struck by a vehicle while walking home from a friend’s house in Livingston Parish. Following the crash, which occurred during the night, the driver fled the scene. A suspect was arrested the following month, but the pain of her death led her mother, Holly Crow, to fight for changes in how such cases are handled.

Jody’s Law aims to increase accountability for suspects involved in hit-and-run crashes by introducing changes to how judges determine bail for such cases. The bill also mandates that law enforcement agencies create a system for quickly releasing information about suspects and their vehicles in hit-and-run investigations.

Advocating for Justice

Holly Crow, in a statement to Louisiana First News, expressed her deep appreciation for everyone who supported the passage of the bill, including lawmakers, advocates, and community members. “This legislation was born from unimaginable loss, but it has grown into a promise of accountability, protection, and justice for victims across our state,” Crow said.

Jody’s Law was introduced by State Representative Vanessa LaFleur (D-Baton Rouge) and received full support from both the House and Senate. Crow emphasized that, while the journey has been difficult, the bill’s passage marks an important step forward in ensuring justice for those affected by hit-and-run incidents.
