Mayor Helena Moreno has announced a significant restructuring in the city’s emergency management framework with the creation of The New Orleans Office of Coordination and Emergency Management (NOCEM). The change aims to streamline operations and ensure more effective coordination during emergencies and special events.
The Shift from Homeland Security to NOCEM
Moreno explained that this restructuring would allow the new office to focus more on emergency management and become the central coordinating agency for city-based operations. The goal is to ensure that essential resources, such as barricades and special vehicles, are efficiently deployed during events and emergencies.
“The reason why we are taking Homeland Security out is that it can be confusing, and there are other partners who can manage Homeland Security aspects better than the city,” said Moreno. By separating these functions, the city aims to improve its overall response capabilities.
Streamlining Hiring Processes
Moreno also highlighted that NOCEM’s creation would help speed up city operations, particularly in the hiring process. She cited her new paving initiative as an example, noting that it was taking too long to hire employees for the Department of Public Works.
“I have this new paving initiative that I’ve launched, and I need to hire 50 Department of Public Works employees to get this paving done for our streets and sidewalks. Next thing I knew, I was being told it was going to take potentially a couple of months to hire everyone. That to me was way too long,” Moreno explained.
The aim of NOCEM’s establishment is to eliminate unnecessary delays in hiring and ensure that the city can onboard employees within weeks, rather than months.
New Order to Expedite City Operations
The final order, which passed with a 26-18 vote, will facilitate a faster hiring process, cutting out bureaucratic delays and allowing for more efficient city operations. With this change, Moreno hopes to ensure that New Orleans remains responsive and effective in addressing its needs.
