In an unprecedented legal ruling, Charles Brooks Jr., a Texas oil heir, has been ordered to pay $1.1 billion for the permanent disability of his 2-year-old stepson, Blake Sampson, following a brutal assault. The amount is the largest child abuse verdict in U.S. history but will likely take years to collect, with lengthy legal processes and appeals ahead.
The Incident and Verdict
Brooks, the great-grandson of Humble Oil founding investor Percy Turner, was convicted for his role in severely abusing his stepson on April 22, 2021.
The boy, known as Blake Sampson, was left bedridden, wheelchair-bound, and reliant on a breathing machine after the assault. Prosecutors and attorneys for the victim have stated that the child’s injuries were so severe that he suffered traumatic brain injury, chronic respiratory failure, severe seizures, and other debilitating conditions.
This case marks a historic moment, with Tony Buzbee, the lawyer representing Blake and his mother, Madison Ball, declaring, “This is the largest child abuse verdict in the history of the United States.” However, Buzbee cautioned that even with the substantial judgment, the road ahead would be long, stating that post-trial motions and an expected appeal process would likely delay any payment. He also acknowledged that full recovery of the verdict is rare in such cases.
The Legal Battle and Delayed Compensation
Katherine Lizardo, a Dallas-based civil attorney, remarked that child abuse verdicts in Texas typically range between $5 million to $50 million, with extreme outliers occasionally reaching $100 million. Lizardo noted that the $1.1 billion verdict was unique, emphasizing the power dynamics at play given Brooks’ wealth and family connections.
Despite the massive verdict, Lizardo indicated that it could be years before Madison Ball and her son see any significant compensation due to the appeal process. Lizardo suggested that the case might end up being settled before the appeal is finalized, as the family would need funds to support Blake Sampson’s ongoing care, which includes round-the-clock medical attention.
“The settlement itself — that’s really hard to guess,” Lizardo said, though she expressed hope that the amount would not be reduced by more than half during the appeals process.
Criminal Case and Brooks’ Incarceration

According to the allegations, Brooks was babysitting Blake Sampson while his mother, Madison Ball, was at work when the abuse occurred. Brooks initially claimed that Sampson was “non-responsive” after falling off a kitchen table, later saying he tried to revive the child by putting him in an ice bath.
However, after Ball saw her son on a video call and noticed he was “barely breathing,” she ignored Brooks’ threats and called 911. When paramedics arrived, they found the boy with severe injuries, including bite marks and signs of extreme physical trauma.

As a result of the assault, Blake Sampson now lives with a tracheostomy tube and is unable to walk or breathe without a machine. His mother has vowed to ensure that her son’s suffering is recognized through the legal process, no matter how long it takes to collect any monetary compensation.
