In a landmark ruling, Charles Brooks Jr., the heir to a Texas oil fortune, has been ordered to pay a staggering $1.1 billion after brutally beating his 2-year-old stepson nearly to death, leaving the child permanently disabled and requiring 24-hour care.

The Crime and Court Ruling

Charles Brooks Jr., a 34-year-old felon and the great-grandson of Humble Oil founding investor Percy Turner, has already been sentenced to 40 years in prison for the violent assault on his stepson, which occurred while he was asked to babysit the child as his wife worked.

Following a jury trial, Brooks was ordered to pay a total of $1.1 billion in damages, including $291 million in compensatory damages and $810 million in punitive damages.

The boy, now 7 years old, was awarded $800 million, in addition to the compensatory damages. Both of the child’s parents, Madison Ball and her ex-husband, will each receive $5 million.

The Attack on the Child

According to court documents, Brooks claimed that he was taking the child to visit his grandfather in a Dallas hospital, but no such visit ever took place. Instead, he allegedly viciously beat the young child, leaving him with life-threatening injuries. Brooks later called Ball, claiming the boy had fallen off a kitchen table and was “non-responsive.”

Ball demanded to see her child via FaceTime, where she witnessed her toddler barely breathing while Brooks ignored her desperate pleas to call 911. Brooks downplayed the severity of the injuries, telling Ball the child would “sleep it off” and had been revived in an ice bath.

In a shocking escalation, Brooks threatened his wife, saying he would “snap her neck” and “f–king kill her” if she called for help. Despite the threats, Ball called 911, and first responders arrived to find the toddler severely beaten, with bite marks on his legs, unresponsive, and in critical condition.

The Child’s Injuries and Lifelong Impact

The child suffered multiple serious injuries, including a traumatic brain injury, chronic respiratory failure, a seizure disorder, urethral trauma, and hemorrhaging in both retinas. The boy, who will require 24-hour care for the rest of his life, has a tracheostomy tube, is bedridden, cannot walk, and is dependent on a breathing machine for survival.

In court documents, it was stated, “(The child’s) life is a fraction of what it once was, and he will never grow into the strong, healthy, happy boy he should have because of Brooks’ terrible, violent, horrific behavior.”

The Legal Battle and Brooks’ History

The lawsuit, which lasted for years, culminated in this record-breaking verdict in favor of the boy and his parents. Attorney Tony Buzbee praised the Texas jury, saying, “We claim to value children in our society. This Texas jury stepped up and showed that. Don’t mess with Texas children.”

Brooks, a career criminal with prior arrests for theft, aggravated robbery, gun charges, and drug possession, had been out on bond after nearly killing the child. However, he cut off his ankle monitor and attempted to flee, only to be caught later at a sports bar in South Texas. He is now serving a 40-year sentence after pleading guilty to aggravated assault on a child causing serious bodily harm.

Brooks’ Parole and Future

Brooks is up for parole in 2042, but his projected release date is Jan. 30, 2062, when he will be 70 years old.

This case highlights the importance of accountability for violent acts, especially those targeting vulnerable children. The jury’s decision sends a strong message that such horrific behavior will not go unpunished.
